An Introduction To Correspondence Evaluation On
Authorized Academic Degree Conferral

According to the regulations on the academic degree of PRC, the master degree and doctor degree are conferred by the universities and scientific research institutes authorized by the State Council. Generally, the authorization of master and doctor degree conferral is through correspondence evaluation by the experts selected by the Academic Degree Committee of the State Council, and re-evaluated by the subject evaluating group, then discussed at the meeting of all the members of the Academic Degree Committee and finally authorized and announced.

The academic degree centre assumes the affairs of correspondence evaluation among the experts responsible for the degree conferral evaluation, including evaluation on the unit applying for the degree conferral, evaluation on the subject and specialty. The centre should invite the experts to hold correspondence evaluation, based on the basic qualifications of the unit conferring degree and its subject, which are constituted by the Academic Degree Committee of the State Council. The results of the correspondence evaluation are the basic foundation of the re-evaluation. Since 1994, the academic degree centre has carried out the evaluating work concerning the seventh, eighth, ninth and tenth degree conferral evaluation.

In order to develop the national academic degree system and graduate education, as well as its management, an information system for the training and management of high-level talents has been set up. The academic degree centre helps to develop a sub-system for the evaluation on net education. From the tenth evaluation on degree conferral, the application, publication and experts’ evaluation on the net have been achieved, which promotes the educational evaluation management to be more informative and standardized.
